Pantawid Kuryente: Katas ng VAT Program Ipapatupad ng Magelco sa Agosto

Nuro, Upi. Shariff Kabunsuan…Ipamamahagi na ng Maguindanao Electric Cooperative Inc. (MAGELCO) sa mga consumers ng kooperatiba  ang Limang Daang (P500) piso na subsidy mula sa goberno.

Ayon kay Multi Sectoral Electrification Advisory Council (MSEAC) Alih Anso-Media sector ng District 11 “…ay ibabawas na sa August billing ang naturang subsidy na mula sa katas ng VAT”.“

“Ang makakatanggap na mga consumers ng cooperative ay mga kokukonsumo ng  hindi lumalagpas  ng isang daang kilowatt bawat buwan” dagdag pa ni Anso .

Sa meeting ng MSEAC sa Cotabato City nitong  Sabado ay tinalakay din ang refund ng mga consumers sa mga deposit ng meter ngunit hindi pa maipapatupad kaagad, at maaring maianunsyo sa General Membership meeting ng cooperative sa September 7, 2008 na gaganapin sa MAGELCO headquarters sa Awang, Datu Odin Sinsuat, Shariff Kabunsuan.

Barangay Nangi, Maayos Ang Botohan

Nuro, Upi. Shariff Kabunsuan…Maayos at mapayapang nagpapatuloy ang botohan  sa Barangay Nangi. (PC Dolores). Ayon kay Barangay Chairman Lorenzo Talma- Nangi umaga pa lamang ay dumagsa na ang mga botante sa Polling precint.

May kabuuang 1,686 ang rehistradong botante sa naturang barangay.  Ang  limang (5) polling center ay na Pedro C. Dolores Elementary School na kinabibilangan ng siyam (9) na voting center. (0072 A & B, 0070 A & B, 0074 A, 0075 A, 0076 A, 0077 A & B) 

Una rito, nagsagawa umano ng pagpupulong ang mga opisyal ng barangay sa mga mamamayan   upang magbigay ng impormasyon ukol sa makabagong pamamaraan ng pagboto. Ilan sa mga botante ang aminadong mas madali ang proseso ng pagboto ngayon. Ngunit   mga mangilan-ngilan na botante naman na hirap sa paghanap ng kanilang mga pangalan sa Voters List.

Ayon kay Flordelina Muñoz Election Officer ng Upi ang bayan ay may 23 barangay, 133 na presinto, 23,273 na rehistradong botante , 74 na clustered presinto at 31 na voting centers.

Bayan ng Upi Na Nanatiling Maayos at Mapayapa Ang ARMM Election: PNP

Nuro, Upi. Shariff Kabunsuan…Nanatiling maayos at mapayapa ang 2008 ARMM Election sa Upi, Shariff Kabunsuan, ito ay ayon sa ulat sa bayan ng PNP 1507th Provincial Mobile Group Commander P/Inspector Rudy P. Badsingit Jr.

Sa panayam ngayong umaga ni DXUP Patrol 1 Alih Anso kay Badsingit, pinayuhan ang may mga sasakyan na boboto sa Nuro Central Elementary School na hindi pinapayagan ng COMELEC ang pagpasok ng mga sasakyan, kaugnay ng pagpatupad ng seguridad.

Alas siyete ng umaga nagbukas ang ibat-ibang polling precinct na unti-unti namang dinadagsa ng mga botante. Pasado alas-otso ng umaga ay mahaba na ang mga pila sa mga precinct. Sa kabila nito naging maayos  ang proseso ng butuhan.

Ayon sa isang Board of Election Officers (BEI) na di natin kikilalanin ay positibo ang naging tugon ng mga botante sa mga panuntunan ng COMELEC sa kauna-unahang automated election sa ARMM.

Ayon naman sa ilang mga botante sa Nuro ay    maigi at mabilis ang ganitong proseso kumpara sa mga nakaraang halalan na manual.

Bayan Upi-Handang-handa na sa ARMM Election

Nuro, Upi. Shariff Kabunsuan…Sinimulan ng irealease kaninang madaling araw ng COMELEC sa mga Board of Election Inspectors (BEI) ang mga Ballot boxes at election  paraphernalia na gagamitin ngayong araw ng Lunes na ARMM election , na magsisimula ganap na alas siyete ng umaga at magsasara alas tres ng hapon.

Kagabi ay naihatid na ang balotang gagamitin sa halalan sa ilang malalayong barangay ng bayan ng Upi shariff Kabunsuan.

Handang –handa na rin ang Philippine National Police na siyang deputized ng COMELEC na siya namang mangangasiwa para sa katahimikan at kaayusan ng halalan.Para sa bayan ng Upi ang gagamitin na automated machine ay ang Optical Machine Reader (OMR) counting machine, at sa Cotabato City gaganapin ang bilangan ng balota..

MEMORANDUM No. 2008-018

TO                               :        ALL ELECTRIC COOPERATIVES (ECs)

SUBJECT                  :       Implementing Guidelines on the Release of Funds for “Pantawid                                                                                             Kuryente: Katas ng VAT” Program

1. Background

      Pursuant to the directive of Her Excellency, President Gloria Macapagal-Arroyo,           the Department of Social Welfare and Development (DSWD) will implement the        “Pantawid Kuryente: Katas ng VAT Program”, a one time subsidy to the poorest         sector of society to help them pay their electric bills.

      Accordingly, the DSWD and NEA executed a Memorandum of Agreement (MOA) for the implementation of this Program in areas covered by the electric cooperatives (ECs) nationwide. Base on the MOA, the DSWD will transfer to NEA the amount that will cover the P500 subsidy for each of the customers consuming 100 KWH per month or less with the initial release of P500M. For its      part, NEA will assist DSWD in the proper disbursement of funds to the different ECs subject to the provisions of these guidelines.

II.                Purpose

      To set the guidelines on the submission, processing, approval and release of funds          for the implementation of “Pantawid Kuryente: Katas ng VAT Program in areas         covered by the ECs.

III  Implementing Guidelines

1.      Ecs are required to submit to NEA-Institutional Development Department (IDD) the following documents:

a.       Letter request from the General Manager requesting for the release of funds.

b.      Complete list of residential customers with consumption of 100 KWH and below based on May 2008 billing duly certified by the EC Head of billing Unit and the General Manager using the attached format (Annex 1). This should include the summary of residential consumers per municipality.

c.       Duly accomplished and notarized Memorandum of Agreement (MOA) between NEA and EC.

2.      EC submission shall be evaluated/recommended by IDD, after which NEA shall release the funds in the form of cash advance subject to the usual accounting and auditing procedures on a first come, first served basis.

3.      Immediately, ECs shall issue credit memo (annex 2) to qualified consumers stating that the amount of P500 shall be applied starting June 2008 and future billings. The amount of advances shall be reflected in the consumer’s monthly billing until the total P500 shall be fully accounted for.

4.      The EC shall keep and maintain the electricity subsidy in a separate account in a reputable government bank (preferably LBP or DBP). Only the amount only actually applied during the month shall be transferred to the EC general fund.

5.      NEA, DSWD and/or the Commission On Audit shall require the submission of vouchers and other documents relevant to the subsidy and the projects as well as conduct an audit in all transaction made with respect thereto.
