MILF urges UN to set up observer post

SULTAN KUDARAT, Shariff Kabunsuan (MindaNews/29 October) — The Moro Islamic Liberation Front on Tuesday urged the United Nations to set up an observer post here in the hope that it would prevent an “international humanitarian crisis.” Ghazali Jaafar, MILF vice chair for political affairs, said the front is worried that continued military offensives against the commanders and members of three of the 16 MILF base commands will further lead to a massive humanitarian crisis. “We fear if these military actions won’t stop, we may experience an international humanitarian crisis,” he told reporters at the peace panel’s office in Crossing Simuay here. “The UN should step in now before this develops into a kind of problem difficult to resolve,” added Jaafar. Jaafar said that the UN observer post should be able to look at the situation inside evacuation centers in the conflict-affected areas in Maguindanao, North Cotabato and Lanao. The National Disaster Coordinating Council reported that as of October 28, there are still about 75,931 families or 375,86 persons affected by the ongoing offensives. At least half a mlllion persons were displaced by the renewed skirmishes between government forces and the MILF since August. The Regional Disaster Coordinating Council-ARMM said military operations and encounters between the Armed Forces of the Philippines (AFP) and MILF continue in the municipalities of Datu Piang, Datu Saudi, Talayan, and Mamasapano. The NDCC had earlier declared the provinces of Maguindanao and Lanao del Norte and the municipalities of Libungan in Cotabato and Tangkal, Linamon, Kauswagan, Munai, and Kolambugan, Lanao del Norte under a state of calamity. As of October 22, RDCC-ARMM said a total record of 117 barangays were affected by armed conflict in ARMM. To date, eight municipalities in Maguindanao, four in Shariff Kabunsuan have existing evacuation centers. Jaafar said they are seriously alarmed that since operations began in August, there are already about a hundred civilians dead including many small women and children.
“There are ghost towns in Maguindanao particularly Datu Piang, Datu Saudi Ampatuan, Mamasapano, Talitay and in the interior areas of Talayan and Guindulungan,” Jaafar said.
Lawyer Lanang Ali, member of the MILF peace panel, said a UN observer post will also help secure evacuees from arrests or abduction. On Monday night, youth groups held a prayer vigil rally at the plaza in neighboring Cotabato City, seeking UN intervention to help resolve Bangsamoro grievances and calling for the signing of the Memorandum of Agreement on Ancestral Domain (MOA-AD) and the resumption of peace talks between the government and the MILF. They also appealed for an end to the killing of innocent civilians and illegal abductions. The rally was spearheaded by the United Youths for Peace and Development (UNYPAD), host of a three-day summit convened by the Generation Peace, a Manila-based youth organization affiliated with the Gaston Z. Ortigas Peace Institute. The MOA-AD was initialed by then government peace panel chair Rodolfo Garcia and MILF peace panel chair Mohagher Iqbal on July 27 with formal signing scheduled for August 5 in Putrajaya, Malaysia. But a temporary restraining order was issued by the Philippine Supreme Court, preventing Garcia and Foreign Secretary Alberto Romulo from signing the document. Wha we should know about the declaration of unconstitutional of the Memorandum of Agreement on Ancestral Domain of the Bangsamoro People in Mindanao?

GARCIA, LEAH ARMAMENTO, SEDFREY CANDELARIA, MARK RYAN SULLIVAN and HERMOGENES ESPERON, in his capacity as the Presidential Adviser on Peace Process, Respondents,

Only in Petition with docket No. G.R. No. 183951 that the Petitioners therein may had impleaded the the Moro Islamic Liberation Front (MILF), but there was no showing, whatsoever, that the said Respondent was duly served of the summons with a copy of the Petition; while the Petitioners in the other Petitions the record will show that the GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES PEACE NEGOTIATING PANEL, represented by its Chairman RODOLFO C. GARCIA, were duly served with summons. At this juncture, nobody whosoever had authorized to represent the MILF or MILF Peace Panel Chairman Mohagher Iqbal as Respondent or as Respondent in Intervention, or in whatever capacity.
What are the important concerns on the following facts?
1. that all the local government officials directly involved the MOA-AD were under direct control and supervision of the Secretary of the Department of Interior and Local Government: The DILG Secretary, who was a member of the Cabinet of the President, can relay any information to any local government official in Mindanao relative to the MOA-AD, therefore, Vice-Governor Emmanuel Pinol of North Cotabato was lying when testified before the Supreme Court that there was a need of public consultation of the MOA-AD.
2. that GEN. HERMOGENES ESPERON, JR., the latter in his capacity as the present and duly-appointed Presidential Adviser on the Peace Process (OPAPP) or the so-called Office of the Presidential Adviser on the Peace Process. As such Presidential Adviser on the Peace Process (OPAPP) being a member of the Cabinet of the President, he was presumed to have performed his job regularly, therefore, a mere unfounded allegation of Vice-Governor Emmanuel Pinol of North Cotabato who was evidently bias against the Muslims, cannot be the sole basis of the Supreme Court to declare the MOA-AD, which was product of several years of negotiation and months of legal review.
Based on the forgoing facts, it is the conclusion of every Bangsamoro Moro who are concerned on the plight of MOD-AD that the non-signing of the MOA-AD was part of the Grand Plan of Government of the Republic of the Philippines (GRP) not to sign any agreement reach by its negotiators, dissolve its Peace Panel and not to continue with the Peace Talks, for the following reasons:
1. Why was the MOA-AD not signed immediately after the GRP Peace Panel Chairman had affixed his initials thereon when there was nobody could stop him or when there was no legal impediment for signing?
2. Why did the GRP Peace Panel Chairman allow delay of the signing of the MOA-AD thus giving time and reason for the Parties not to sign the MOA-AD?
3. Considering that the MOA-AD was a major program of the President of the Philippines, Her Excellency Gloria Macapagal Arroyo, why did the whole machinery of the Executive Department fail to prevent or to neutralize any move from the Anti-MOA-AD local government Executives in Mindanao who were against the signing of the MOA-AD, but what happened was that instead of convincing local government Executives in Mindanao to support the signing of the MOA-AD, they supported the Petitions to declare the MOA-AD unconstitutional, thus the Supreme Court of the Philippines on the sole ground that the respondent GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES (GRP) PEACE NEGOTIATING PANEL had not conducted public consultations on the MOA-AD.
4. Why did the GRP PEACE NEGOTIATING PANEL assisted and represented by Solicitor General deliberately fail to protect the MOA-AD the in view of the (GRP) PEACE NEGOTIATING PANEL’s commitment to protect, but to the surprise of the MILF PEACE NEGOTIATING PANEL the President of the Philippines has expressly declared to the public, and reiterated by the Solicitor General in open court before the Supreme Court that she will not sign the MOA-AD in its present form or in any form. Chairman of does not anymore serve GRP’s interest notwithstanding its commitment to sign the MOA-AD.
5. Why the GRP PEACE NEGOTIATING PANEL assisted and represented by Solicitor General deliberately fail to cite the fact that the MOA-AD was not yet a final agreement because at most it was only a framework agreement for the Comprehensive Compact to be negotiated by the Negotiating Parties, to agree on the final political solution to the Bangsamoro Problem and the armed conflict in Mindanao.
The deliberation or discussions of the Comprehensive Compact first require the signing of the MOA-AD, serving as a Framework Agreement for the Comprehensive Compact. It agreed by the Parties that not to conduct public consultation while negotiation on substantive issues is on-going especially when the Parties are negotiating on sensitive issues. Hence, Negotiating Parties during the negotiation of the MOA-AD the Parties have to strictly observe the confidentiality of the negotiation. Only the respective Principals and those indispensable in decision-making for the substantive issues on the negotiating table were informed.
Thus, Congress can still conduct public consultations on the MOA-AD in passing said enabling law. It is for this reason that the claim of the alleged lack of public consultation is untenable or unjustifiable on the issue of its unconstitutionality during the negotiation. At any rate, the results of the negotiation will be submitted to the people, who are the stakeholders during the referendum which may be called for their ratification or rejection, rather than to stop the whole process, because it was declared unconstitutional. Besides, the MOA-AD, including the Comprehensive Compact will still be submitted for purposes of legislation to pass an enabling Law. This process makes the difference negotiation and legislation, wherein in negotiation, confidentiality is observed especially on sensitive issues; while in legislation, public consultation is observed on all issues as a legal requirement. As far as the MOA-AD is concerned, it is not yet late because if the GRP PEACE NEGOTIATING PANEL in the GRP-MILF Peace Talks under the strict supervision of the Cabinet Cluster E of the President, and after a Panel of Lawyers mandated by the President to review the MOA-AD, it is but reasonable and proper to give the benefit of the doubt to the recommendation of the GRP PEACE NEGOTIATING PANEL for the signing of the MOA-AD, whose aim is for the peaceful resolution of the conflict in Mindanao. Thus, the GRP may file a Motion for Reconsideration, which the Supreme Court to FAVORABLY RECONSIDER its previous ruling that the MOA-AD was unconstitutional. Lastly but not the least, in this jurisdiction any law may be amended at any time to change or improve a law for the better, to correct a defect, error, omission of a law. For the reason that MOA-AD-AD, granting that an enabling law is passed by Congress, there is no need to declare the MOA-AD unconstitutional because the same may be amended at any time.
Thus, the concerned Local Government Units and Non-Government Organizations (NGO’s) as well as Congress of the Philippines can conduct massive public consultations on the MOA-AD once the Supreme Court reconsiders its previous ruling of unconstitutionality of the MOA-AD-AD It is for this reason that the claim of the alleged lack of public consultation is untenable or unjustifiable on the issue of its unconstitutionality. The fact remains that the problem in Mindanao is still there, the question is, did the Supreme Court, by declaring the MOA-AD unconstitutional, did it resolve the armed conflict in Mindanao? For all intents and purposes, the armed conflict, sufferings and destructions are still there, and which may even escalate or worsen at any time, because the Parties have no more trust and basis to continue the negotiation. The GRP-MILF Peace Talks can still be salvaged if the Parties are practical, not too legalistic, considering that one Party as known to the other Party is a rebel liberation front, in their approach to the problem. Both Parties must be serious and credible to implement the letter and spirit of the General Framework of Agreement of Intent Between the Government of the Republic of the Philippines (GRP) and the Moro Islamic Liberation Front (MILF) dated August 27, 1998 and the Agreement on the General Framework for the Resumption of Peace Talks Between the Government of the Republic of the Philippines and the Moro Islamic Liberation Front dated March 24, 2001. Had the MILF Peace Panel knew before hand that the Supreme Court of the Government of the Republic of the Philippines will take cognizance of the aforesaid Petitions, which were seeking to declare the MOA-AD, the MILF Peace Panel will certainly invoke the above-cited General Framework of Agreement of Intent Between the GRP and MILF dated August 27, 1998 and the of Peace Talks Between the GRP and the MlLF dated March 24, 2001 because whatever may be the action of the Supreme Court on the said Petitions which were filed before it, the same will no longer be a product of negotiation, unlike the MOA-AD but an imposition. This is the nature of judicial process where the court in any judicial controversy will always act showing the majesty or supremacy of the law whoever are the Parties may be. The important difference between negotiation and judicial determination is that in negotiation, the Parties should always observe the primacy of the negotiation in order to succeed. In judicial determination, only the Court finally determines the controversy submitted to it for resolution, nobody could interfere with it except to such determination of the Court following another procedure. In the case at bar, since the GRP has lost the primacy of peace process, when it dissolved the GRP PEACE NEGOTIATING PANEL last month, without replacing it and when it made as pre-condition for the resumption of talks with the MILF the so-called Disarmament, Demobilization, and Re-integration or in short, DDR, when the GRP knows that as a matter of matter of practice in other countries with similar problem before, like East Timor, Aceh of Indonesia, Sri Lanka, Sudan, and Ireland, to name a few, that DDR was implemented after the signing of the Peace Agreement. In Mindanao, the signing of the peace agreement was aborted when the Supreme Court of the Government of the Republic of the Philippines issued a Temporary Restraining Order, ordering the GRP PEACE NEGOTIATING PANEL to stop the signing of the MOA-AD.
The Petitioners of the Petition seeking to declare the Memorandum of Agreement on Ancestral Domain (MOA-AD) of the Bangsamoro people in Mindanao unconstitutional was initialed by the Chairman of the Government of the Republic of the Philippines (GRP) Peace Panel and the Chairman of the Moro Islamic Liberation Front (MILF). This declaration is devoid of merit with due respect to the Supreme Court. The high court failed to take into consideration that the MOA-AD was a product of intense negotiation for several years between the GRP Peace Panel and the MILF Peace Panel with different and distinct principal and constituency.
It is worthy to mention that the principal of the GRP Peace Panel was the President of the Government of the Republic of the Philippines and the principal of the Moro Islamic Liberation Front Chairman of the Central Committee of the Moro Islamic Liberation Front represented by its Chairman, formerly by Sheik Salamat Hashim succeeded by Al Haj Murad, upon his untimely demise. At this juncture, it is worthy to mention that in the peace negotiation between the Government of the Republic of the Philippines and the Moro Islamic Liberation Front there was conducted outside the Philippines with the presence and participation, or intervention of friendly governments, to wit: the Government of Malaysia, as Lead Facilitator and ; Libya, as alternate Facilitator of during the opening negotiation at Tripoli Libya; also as Head of the International Monitoring Team (IMT); Brunei as Member of the International Monitoring Team (IMT); Japan as Member of the International Monitoring Team (IMT) Relief-Rehabilitation-Development; European Union as Member of the International Monitoring Team (IMT) Relief-Rehabilitation-Development. It was also worthy to mention that on substantive issues, the Republic of the Philippines (GRP) and the Moro Islamic Liberation Front (MILF) had agreed on December 17, 1999 on the Rules and Procedures on the Conduct of Formal Peace Talks Between the GRP and the MILF.
As guiding principle and mandate entered into between two (2) Parties of equal rights and liabilities in their deliberations during the formal peace talks, and in the interpretation of agreements, the GRP and the MILF Peace Panels shall all times conform to the letter and spirit of the General Framework of Agreement of Intent Between the Government of the Republic of the Philippines and the Moro Islamic Liberation Front signed on August 27, 1998 at the Dawah Center, Crossing Simuay, Sultan Kudarat, Maguindanao. They shall clothed with proper credentials and authority duly signed by the President of the President, or in his authority in the case of the GRP; and by Chairman Salamat Hashim/Al Haj Murad in the case of the MILF, to bind and speak in behalf of the GRP and the MILF with the aim of continuing the peace negotiations until the Parties reach a negotiated political settlement of the armed conflict in Mindanao. To ensure the success of the negotiation, the Parties have abide with the rules of the negotiation as agreed by the Parties, thus, in Article V, General Provisions Section 1. , on Confidentiality, the Parties had agreed as follows to wit:
a. The Panel Chairperson may mutually agree on the confidentiality of sensitive issues under negotiations.
b. Limitations on access to or release of official records of the deliberations and minutes of the meetings shall be mutually agreed upon by the Chairpersons of the Peace Panels.
The above-cited rules are based on the study and experience that in negotiation, an element of confidentiality is necessary during the process of negotiation, especially while negotiating on sensitive issues. Therefore, lack of public consultation does not necessarily make the agreement reached by the GRP and MILF Panels on the MOA-AD unconstitutional. At any rate, the GRP and MILF Panels had agreed that after the signing of the MOA-AD there will be an advocacy to be conducted all throughout the conflict-affected areas in Mindanao for information dissemination of the MOA-AD. And later should the Parties will agree on the date of the plebiscite after the Comprehensive Compact is signed by the Parties to express their plebiscitary will on the MOA-AD. It is the humble opinion that the ruling of the Philippine Supreme Court has no legal basis on the ground that public consultation is not required by law during negotiation to ensure its success to resolve a political problem being undertaken by the Executive Department of Philippine Government. And later should the Parties will agree on the date of the plebiscite after the Comprehensive Compact is signed by the Parties to express their plebiscitary will on the MOA-AD. It is our humble opinion therefore that the ruling of the Philippine Supreme Court has no factual and legal basis on the ground that public consultation is not required by law during negotiation of a proposal in order to ensure the success of the negotiation; and in the in the instant case, to resolve a political problem/armed conflict in Mindanao being undertaken by the GRP Peace Panel under the Executive Department of Philippine Government. Legislation without Public consultation when it is required by law may make the Bill passed by Congress into law, unconstitutional.
The deliberate failure of the GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES (GRP) PEACE NEGOTIATING PANEL to failure protect the MOA-AD against its detractors when all the means were at its disposal to prevent the non-signing of the MOA-AD; including the filing of a Motion for Reconsideration, to seek to reconsider the Supreme Court’s ruling of unconstitutionality. This incident of non-signing of the MOA-AD may be considered another grievous grievance committed against the Bangsamoro people and perpetrated by the whole GRP machinery – Executive Department represented by the President of the Philippines, the Executive Secretary, the Presidential Adviser on the Peace Process; the Senate, represented by some Senators who are mostly from the Opposition, and the Judiciary represented by the Supreme Court of the Philippines, which at the outset immediately issued a temporary restraining order (TRO), ordering the members GRP Panel to restrain and desist from signing the MOA-AD ; and finally declared the MOA-AD unconstitutional thus depriving the Bangsamoro people of their treaty rights which contain their inherent right to self-determination, all in violation of existing consensus points or agreements on the matter particularly the General Frame Agreements signed by the Parties such as the General Framework of Agreement of Intent Between the Government of the Republic of the Philippines and the Moro Islamic Liberation Front signed on August 27, 1998 and the Agreement on the General Framework for the Resumption of Peace Talks Between the Government of the Republic of the Philippines and the Moro Islamic Liberation Front dated March 24, 2001.

Ang aking programa sa Lunes hanggang Biyernes sa 11:00-12:00 ng tanghali ay Udto na Adi, ito ay isang talakayan ng “kahit na ano”, ngunit ang programa ay naka-concentrate sa mga bagay na dahilan ng hindi pagkakasundo at pagkakaunawaan ng mga mamayan at mga tribu. It somewhat “human rights” advocacy,ang format topics natin, kaya naman ang bansag ko sa aking sarili sa programa ay: ‘”naninindigan para sa katarungan”.

Alam ng tribu na ito ay mali, mali ang pronouncement at tawag, ngunit dahil nakagisnan na “daw” kaya pinabayaan na lamang natin, sabihin na Tiruray , kahti na mali, ngunit nitong mga huling taon ay ating itinuwid sa tama, ang tama pala ay T’duray. Kaya ngayon bibihira ka na lamang makarinig ng tawag na Tiruray.
Alam mo kaibigan ng una kong marinig at pag-usapan itong ating topic mula sa isang kaibigan, na-touch ako. Ang pakiwari ko ay nahihiya ako sa aking sarili dahil lumalabas na hindi ko ipinapantay ang tribung T’duray sa tribung Iranun at iba pang tribu.
Oo nga naman, bakit hindi tinatawag na Muslim ang T’duray na tinanggap ang relihiyong Islam,. samantalang alam kong ang Islam ay hindi namimili ng tribu o nation. At alam din natin na wala pang relihiyon na nagtuturo, na namimili ng tribu.
Para bang nakakamenos ang tingin sa tribung T’duray, bakit? dahil ang tawag natin sa kanila kahit tanggap na niya ang reliiyong Kristiayanismo o Islam, T’duray pa rin. Samantala heto isang Ilonggo, Ilocano, Bisaya na minsan lang kong magsimba, ay Christiano na agad ang tawag natin. Ganoon din sa Maguindanaon, Iranun, Meranaw, na kahit pagsambayang (salah) ay bibihira at gumagawa pa ng harap-harapan na Haram (ipinagbabawal) ay tinatawag natin ng Muslim. Bakit?

Nuro, Upi…Hiniling ni Director Fatima Kanakan ang bagong talagang Executive Director ng Office of the Southern Cultural Ccommunities (OSCC) ng Autonomous Region in Muslim MIndanao (ARMM) sa mga Indegeneous peoples (IPs) at ibang tribu ang suporta kong papaano mapapaangat ang kalagayan ng IPs.
Si Ms Kanakan ay itinalaga bilang Executive Director ng OSCC ni Regional Governor ng ARMM Datu Zaldy Ampatuan noong October 1, 2008.
Kasama din ni Ms Kanakan ang Director ng National Commisiion on Indegenous People nmg Region XII Jeannea Anne Moendeg Zoilo, na nakabase sa Marbel.
Ang dalawang ahensiya ay siyang naatasan na mamahala at tumulong sa kalagayan ng mga katutubong tribu ng Pilipinas

Nuro, Upi- Nagsagawa ng evaluation sa Tuberkulosis (TB) program ang team na mula sa Catholic Relief Services (CRS), ang Non-Government Organization (NGO) na siyang inatasan ng United States Agency on International Development (USAID) at Department of Health (DOH).
Ang TB ay sakit na sanhi ng mycobacterium Tuberculosin sa pumipinsala sa baga at iba pang bahagi ng katawan gaya ng buto, utak at iba pang bahagi ng katawan.
Dumating kahapon sa Upi Municipal Health Center sina Armin Hautea-CRS data management officer at Almira Macapangkat-CRS training officer. Kanilang Kinapanayam ang mga Muslim Religious Leaders (MRL) na minsan ng nakadalo sa orientation noong March 18, 2008-Maguindanao Tuberculosis Control Project (MTCP) sa may Cotabato City.
Tatlo ang MRL na nakadalo sa nasabing orientation na siya rin tinanong sa kinahitnan ng nasabing proyekto sa bayan ng Upi.
Naihayag ni Alih Anso Upi MRL chairman at isang membro na si Ustadz Abdulbasit Inok, kong papaano nila pinaabot sa mga mamayan ang information tungkol sa TB.”
Sa mga masgit bago kami magsambayang sa oras (wakto) na pinapaliwanag namin sa mga Jamaah (kasama)” sagot ni Ustadz Inok.
Para kaya Alih Anso-DXUP FM program director, ay ginamit naman niya ang community radio DXUP FM, kanyang isinali sa mga programng may kinalaman sa kalusugan, ang pagpapaliwanag sa sakit na TB.
Tinanong din ng evaluation team ang mga naging pasyente sa sakit na TB. Inalam sa kanila ang kong papaano nila nalaman ang libreng gamutan sa sakit, at anong kanilang kalagayan sa kasalukuyan.

“O pag-ibig na makapangyarihan, pag pumasok sa puso ninuman hahamakin ang lahat”. Kasabihan ng mga Pilipino, ikaw kaibigan anong say mo?
Sabi niya, sa panahon daw ngayon, na computer age, uso ang ma-inlove (totoo ba?) .
Ayon kay lola: “Kapag in-love ka, kaya mo gawin lahat ng tama para sa taong minamahal mo.”
Ngnunit paalaala ni Kaka Alih: “Kong ikaw ay umibig, kailangan din isipin mo mabuti lahat ng kahihinatnan mo kapag ika’y nagmahal o umibig na.
Alam ba ninyo na sa dinami-dami ng kabataan ngayon (huwag mo ng isali ang mga nagmumurang kamias), hindi maiwasan na hindi mahulog ang kanilang loob sa mga kabataan na ka-level (at huwag kalimutan ang saying na: “old carabao eat your grass).
Ito ang naghuhumiyaw na katotohanan, kaibigan: “mapabata man o matanda, walang pinipili ang pagmamahal hindi rin ito hinihingi o binibili, ibinibigay lang ito sa taong karapat-dapat. Ibig sabihin ay turuan ang puso na umibig sa taong nararapat ibig, ang taong marunong umibig sa sarili, may pagmamahal sa sarili.
Naniniwala ka ba kaibigan sa sinasabi nila: “nakakabaliw ang umibig” (Siguro’y sa mga kadahilanang…maybe ….iniiwan o nawawala sa kanila ang taong kanilang minamahal.)
May tanong si Kaka Alih: “Sa palagay ninyo o opinion nyo…bakit kaya nagkakaroon ng hiwalayan o tinatawag na “break-up” sa isang relasyon??
Marami ang opinion dito, una, marahil hindi pa sapat ang pagmamahal na ibinibigay ng isa’t-isa at hindi pa ganon kalawak ang isip nila para humawak ng seryosong relasyon..
Sa iba, halimbawa sa mga mag-aasawa, hindi rin maiiwasan ang hiwalayan o broken marriage, at ang tanong ko, bakit?
Sagot niya: “Marahil hindi pa ganon katatag ang kanilang pagsasama o may pagkukulang si babae o si lalake… hindi madali ang magmahal hindi naman kailangan, puro puso ang pinaiiral, minsan kailangan din ang isip…” (kong minsan pairalin din ang bulsa.. hehehe)
Ang pagi-ibig nga naman, talagang maraming nagagawa, dib a kaibigan? Ang love o pag-ibig ay wala ding pinipili, andyan ang abnormal na na pag-ibig, lalaki umiibig sa kapuwa lalake. babae sa babae..bawal na pag-ibig, babaeng may asawa umibig sa ibang lalaki, lalaking may asawa, umibig sa dalaga (na hindi naman Islam ang relihiyon) heto pa, matanda umibig sa bata pa (dise ang edad), at bata pa umiibig sa matanda (ano nga ba tawag? Sugar daddy daw?)

Yes daw? Kasi daw: “Kung paano ka makitungo sa pag-ibig, ganon din ang pakitungo dapat sa iyo dahil ang lahat ng ating mga puso’y makararamdan ng parehong sakit at tuwa.
Kapag nahulog ang loob mo sa kanya at nahulog ang loob nya sayo at ang pag-ibig (Siya) ay lumayo.. Ang payo ko kaibigan, “Huwag kang magreklamo o manimdim, pakawalan e este kalimutan mo ito, anong malay mo, baka dahil may mga dahilan na malalaman mo balang araw. Heto tandaan ang mga kasabihan:
“Tandaan mo na hindi ka pumili umibig, pag-ibig ang pumili sayo.”
“Kong talagang iyo dudulog lalapit kong talagan iyo”
Ang dapat mo lang gawin ay tanggapin ito at ang buo nitong misteryo, kapag dumating ito sa iyong buhay, damdamin mo na lang ang pagpaparamdam nito sa’yo, at tapos abutin, at ipamahagi ipadama mo sa taong minamahal mo.
Ibigay mo ang sukli, sa taong nagbigay nito sa’yo, ibahagi mo sa iba ang iyong tunay na kanaranan sa mga taong madilim na landas ang tinatahak.
Paalaala: “Maraming nagmamahalan na nagkamali o nasasayang!! Dahil ang taong kanilang iniibig ay hindi sila napapansin, kong minsan hindi nila ito inaalagaan pinababayaan ang mga bagay na nakakasira dito.
Ang mga taong hindi nagkakaroon ng minamahal sa mahabang panahon, (ay ano?) Nakakalimutan nila ang “secret of love”na ito’y regalo,(mula sa Poong Lumikha) at ito’y mabubuo o yumayabong sa paraan nakapoag ito ay ipamahagi.
Tandaan kaibigan: “Ang pag-ibig ay itago mo sa iyong puso, ang pag-ibig ay may kanyang oras, kanyang panahon at kanyang rason para dumating at mawala”.. Maaari mo lang ‘tong hagkan pagdating nito sa’yo, pero kung pumili ito na kumawala sa’yong puso o sa taong iyong inibig… wala kang pweding gawin..kundi tanggapin ito sa iyong puso… itoy kapalaran na dulot ng Lumikha.
Heto lang kaibigan ang maipamama ko sa iyo: Ang pag-ibig ay mananatiling may misteryo.. maging masaya ka nalang sa sandaling dumating ito sa iyong buhay… kung hahayaan mong bukas ang iyong puso ito’y darating.
Pag dumating na pag-ibig ang taong mamahalin mo: ang payo ko ay mag-asawa ka na!!

Cotabato City-“Handa ang MILF sa pakikipag-usap para sa kapayapaan, ngunit sino ang makagarantiya na tutupad ang Pilipinas sa napag-usapan?” Ito ang sagot ni Mohager Iqbal, punong negosyador ng Moro Islamic Liberation Front (MILF).
Ang mga peace advocates at relihiyosong sector ng Mindanao ay pawang nakikiusap sa goberno ng Republika ng Pilipinas (GRP) at MILF na muling bumalik sa pag-uusap para maibigay ang katarungan para sa mga Bangsamoro.
Ang Bangsamoro (mga Pilipino na nakatira sa Southern Philippines) ay mahigit tatlumpong taon ng pakikibaka para maibalik sa kanila ang pagsasarili bilang bilang isang malayang bansa, katulad ng kanilang kapatid na Pilipino.
Ang Pilipinas ay naging malaya mula sa mananakop na Espanya noong June 12, 1898, na kinilala lamang ng Amerika ang pagsasarili noong Hulyo 4, 1946.
“Sa ngayon ay wala kaming tiwala sa goberno ng Pilipinas dahil sa mga ipinakita nito sa mga huling araw napagtalikod sa mga napag-usapan’, dagdag ni Iqbal.
Unang mga dahilan ng MILF kong bakit sila nawalan ng tiwala sa goberno ng Pilipinas na tutupad sa kasunduan ay una ay ng magpalabas ng Temporary Restraining Order (TRO) ang Korte Suprema na pansamantalang pagpipigil sa pirmahan na naitakda noon August 5, 2008 sa Kuala Lumpur, Malaysia.

“Dapat mauna ang kalabaw sa karosa,” ilan sa mga ipinahayag ni ni Atty. Michael Mastura, membro ng negosyador ng MILF.. Ang ibig niyang sabihin dito ay pagkatapos ng comprehensive compact agreement ay pag-uusapan naman ang DDR. Ang mga ganitong stratehiya ay nagawa ng mga bansang may katulad na problema ng Pilipinas.
Ayon sa isang advocates, na ayaw magpakilala kapag tinotoo ng goberno ng Pilipinas na bago makipag-usap ay magbaba muna ng kanilang sandata, ay madaling paniwalaan ay makipag-usap muna pagkatapos ay ang DDR.

October 12, 2008Ang asthma ay kalimitang narararanasan kung ang bronchial passages ng ating lungs ay lumiliit at nahihirapang lumabas at pumasok ang hangin mula dito.
Nagiging sensitibo ang baga at madalas itong nagre-react sa mga bagay na nakakapagdulot ng hika tulad ng malamig na panahon, ba-lahibo ng hayop, usok, alikabok, sobrang ehersisyo, pagod, stress at minsan sa uri ng pagkain na kanilang nakakain.
Iba-iba ang bagay na maaaring magdulot ng asthma, depende ito sa taong may sakit. Kung kaya nararapat na alaming mabuti ang mga sanhi at dulot ng sakit na ito.
Pangunahing sintomas ng nasabing sakit ay ang paulit-uilt na pag-ubo. Ang ibang sintomas maliban dito ay paghahatsing, pagsisikip ng hininga, at paninikip ng dibdib.
Kalimitan sa nagkakasakit at namamatay sa sakit na asthma ay kababaihan kumpara sa mga lalaki. Ang mga bata ay madali ring madapuan ng nasabing sakit. Ito ay kadalasang nagpapabalik-balik sa mga batang dati nang may sakit.
Ang sanhi naman ng pagkakaroon ng asthma sa mga bata ay ang indoor pollution lalo na sa mga nag-aaral na nakalalanghap ng usok ng sigarilyo, balahibo ng hayop mga chemicals at alikabok.
Isa sa mga dahilan ng asthma ay ang pamamaga ng daluyan ng hangin. Ayon sa National Heart, Lungs and Blood Institure, ang pinakamabisang paraan upang maiwasan ang matinding pag-atake nito ay ang paggamit ng daily anti-inflammatory steroidal medication, tulad ng conticosteroid.
Ang short-acting bronchodilators kung saan kilala rin sa tawag na ‘grescue’ medication ay mabisa ring lunas kung umaatake ang matinding asthma.
2 BAGAY NA DAPAT TANDAAN SA PAGPILI NG PAGKAIN
May mga bagay na dapat tandaan sa pagpili ng pagkain ng isang taong may hika. Kabilang na rito ang mga sumusunod:
1. Alamin ang nagagawa ng well-balanced diet sa pagpapanatili ng malusog na immune system.
2. Dapat ding alamin kung ano ang ang mga pagkaing maaaring magdulot sa iyo para atakihin ka ng asthma o hika.
Mayroong mga pagkain na nakapagdudulot ng panunumbalik ng asthma. At mayroon ding ilan na nakatutulong upang makontrol ang pagbalik nito. Ang Food Allergy ay kalimitang nararanasan ng bata na may asthma.
MGA PAGKAING NAGDUDULOT NG PAG-ATAKE NG HIKA
Samantala, kabilang sa mgaa pagkain na nagdudulot ng muling pag-atake ay ang gatas, itlog, mani, peanut butter, shellfish, soy at wheat.
Ipinapayo ang pagkonsulta sa doktor upang alamin kung ano ang mga tamang pagkain para maiwasan na ang pagkakaroon ng food allergy.
PARA MAIWASAN ANG PANUNUMBALIK NG HIKA
Upang maiwasan ang panunumbalik ng asthma, ilan dito ay ang Dietary Strategies na dapat pakatandaan.
1. Pakasuriing mabuti ang Citrus. Mayroong mga citrus fruits na tulad ng oranges, grapefruits, tangerines, limes, lemons at clementines na nakaka-trigger ng pag-atake ng asthma.
2. Ipinapayong bantayang maigi ang label na may additives. Pillin ang pagkain na hindi masyadong marami ang ingredients. Makabubuti kung processed foods ang bibilhin. Kung ikaw ay pesticides-sensitive, organic fruits at vegetables pesticides free na lang ang bilihin mo.
3. Piliin ang dapat na sulfites. Ang sulfites ay kalimitang common trigger ng asthma. Ang mga pagkaing mayaman sa sulfite ay ang mga tomato sauces, cider, vinegar, pickles, salad dressing, processed soups beans and wine.
4. Isa alang-alang ang yeast, dahil ito ay nakapagdudulot ng asthma attack at chest congestion.
5. Huwag basta umasa sa kape. Ang isang tasa ng matapang na kape ay puwedeng magdala sa iyo sa isang emergency situation. Ang coffee at tea ay nagbubukas ng daraanan ng bronchitis dahil sa theophylline na ka-uri ng caffeine ay standard bronchodilating medication.

Kaugnay nito, ang mabisang paraan sa pag-iwas nito ay ang pag-iingat na magkaroon ng heartburn o mga pagkaing nagdudulot ng heartburn tulad ng maanghang, kamatis at caffeine. Makakatulong din ang hindi pagkain sa loob ng tatlong oras bago ma-tulog.
Ang pagtaas ng ulo o paggamit ng mataas na unan na may taas na 6-8 inches ay makakatulong din.

ANO nga ba ang melamine na labis ngayong kinatatakutan ng karamihan at nagdulot ng pagkakasakit ng libu-libong paslit sa China?
Ang melamine ay tradisyunal na ginagamit sa paggawa ng ‘durable dishware’ at ‘clear resins’ at matagal nang ginagamit sa paggawa ng iba’t ibang gamit. Ngunit sa halip na makatulong sa tao ay nagdulot ito ng perwisyo dahil nito lamang buwan ng Setyembre, tinataya sa 53,000 sanggol sa China ang nagkasakit dahil sa pag-inom ng gatas na nagtataglay ng naturang nakalalasong compound. Ayon kay Mobantan, ito ay napulot ng mga bata sa stockan sa bahagi ng Barangay Nangi at ibinigay sa kanya noong araw ng Lunes. Kanyang dinala sa DXUP FM dahil , noong mawalan siya ng cellphone at ipinanawagan niya sa DXUP FM, naibalik sa kanya ang nasabing cellphone.
Narinig ng ang may-ari ng pitaka ang anunsiyo sa DXUP FM at agad na sumugod sa himpilan. Nagpasalamat naman si Benjie Dismanos bang may-ari ng pitaka.

Pinakita ni Panda sa pamamagitan ng power point presentation ang tamang pangangalaga sa kambing, ang panuntunan sa pagpili ng palahian at breeder , breeding at reproduction, pagpapakain, pag-iwas at pag-gamot sa ibat ibang karamdaman ng kambing.
Dumalo ang mahigit sa walumpong mga beneficiary mula sa dalawamput tatlong barangay ng Upi. Limang inahin at lalaki kambing ang bawat barangay. Ayon kay Governor Ibrahim Ibay ang pangunahing layunin ng programa ay upang mai-angat ang kalagayan at mabigyang kabuhayan ang mahihirap na mamamayan.
Pagkatapos ay isa-isang pinatanggap sa mga benificiary ang kanilang mga aalagaang kambing. Ayon sa Memorandum of Agreement ay ipapaalaga naman ang naturang inahing kambing sa susunod na benificiary pagkatapos manganak at matitira sa kanya ang anak.

Ipinahayag ng President ng Board of Directors na si Datu Maydu Wawa, na dahan dahan ng nakakabangon ang cooperatiba pagkatapos ng sunod-sunod na mga dumating ditto. Noong nakaraan taon ay humiwalay ang area 3 na sakop ang limang municipyo, Pigkawayan, Alamada, Libungan, Midsayap at Aleosan (PALMA) na ngayon ay legally na sakop ng Cotabato electric Cooperative (COTELCO). Sinundan ito ng labing anim na araw na walang kuryente dahil pinutol ng National Power Corporation ang supply nito dahil sa hindi pagkakabayad sa bayarin sa bill.
Ayon naman sa acting manager Delia Sotelo, nitong 2008 ay 39 na barangay ang maiilawan at sa 2009 ay tinatayang 100 na barangay ang makakabitan ng kuryente.
Sa business proper ay naaprubahan ang mga resolution na paglilipat sa meter deposit bilang contribution ng mga membro.
Pangalawang naaprubahan ang pagpapanatili bilang franchise area ng Magelco at pagsasagawa ng election ng dalawang municipyo na sakop ng Maguindanao ngunit nasa area 3, ang municipyo ng Datu Montawal at Pagalungan.
Pangatlong naaprubahan ang pag-hingi sa Government of Republic of the Philippines (GRP) at Moro Islamic Liberation Front (MILF) ang pagpapatuloy ng usaping pangkapayapaan dahil sadyang naapektuhan ang mga proyekto nito nasa lugar na nagpapatuloy ang bakbakan ng magkabilang pwersa.

Capiton, DOS- Nagpasa ng resolution ang mga Membro at consumers ng Maguindanao Electric Cooperative (MAGELCO)na siyang may franchise ng korente sa lalawigan Shariff Kabunsuan at Maguindanao na bumalik sa negotiating table para ituloy ang peace talks ng MOro Islamic Liberation Front (MILF) at Government of the Republic of the Philippines (GRP).
Ang resolution ay naipasa kaugnay ng 32nd General membership assembly ng MAGELCO kanina sa Headquarters nito sa may Barangay Capiton, Datu Odin Sinsuat.
Ayon sa pahayag ng Presidente ng MAGELCO na si Datu Maydu Wawa, ay maapektuhan ang mga proyekto ng kooperatiba kong hindi matitigil ang walang humpay na bakbakan sa pagitan ang puwersa goberno ng Pilipinas at Moro Islamic Liberation Front -Bangsamoro Islamic Armed Forces (MILF-BIAF).
Dahil sa isang buwan ng isinaasagawang operation ng AFP sa lalawigan ng Maguindanao ay libo-libo na ng mga mamayan ang nagsilikas upang umiwas sa giyera at sa ngayon ay nangangailan ng tulong mula sa mga ahensiya upang may makain at matulugan sa evacuation center sa Maguindanao at Cotabato City.
Sa ngayon ay may ipinapatupad na energization sa may 39 barangay sa Maguindanao at sa 2009 ay mahigit isang daan na barangay ay kakabitan ng korente, ngunit maaring hindi maipatupad kong hindi magkakasundo ang GRP at MILF.

Ang bukal [spring, sepot sa Maguindanaon at T’duray, sa Iranon at Meranaw ay Bualan] ay ang anyo ng tubig na sumusulpot sa mga siwang ng bato. Kadalasang matatagpuan ang mga ito sa dalisdis ng bundok o sa mga lugar na may bulkan. Malamig ang tubig ng mga bukal, samantalang mainit naman ang tubig ng bukal na malapit sa bulkan. May mineral ang tubig dito kaya nakagagamot ng rayuma at mga sakit sa balat.
Ang Qur’an ay nagpahayag na ang tubig mula sa bukal ay palatable, samantala ang tubig ulan ay distilled water, ito ay mainam para sa mga tanim.
Kailangan ng tao ang tubig inumin mula sa bukal, ang problema walang bukal na mapagkunan ng tubig. “Kong wala, ay di magtanim..” (ng bukal). Maitatanim ba iyan Kaka Alih? (tanong niya sa akin) ..Yes, (sagot ko) … maitatanim ito.. ayon sa aking Lolo Antal. Siya ay native inhabitants ng Barira, na dati ay sakop ng Buldon, na dati ay sakop ng Parang.
Ang kailangan mo para makatanim ng bukal ( sepot, bualan, spring):
- lupain na nasa paanan ng mga bundok o burol;
- Kasili , bleg sa T’duray (eel) fingerling ang kailangan, marami mas mainam;
- Mantaya (malaking banga) at lalagyan ng tubig galing sa bukal.
Paraan ng “pagtatanim”:
- “Magtanim” sa panahon nab ago pa lamang nagsisimula ang tag-ulan;
- Ibaon o “itanim” ang mantaya (na puno ng tubig mula sa bukal,) sa paanan ng magkapatid na bundok, (tawagan ay bawgan sa R’nawon, L’pak o liyong sa T’duray). Ilagay ang mga maliliit na kasili at takpan ng lupa at hayaang makapasok ang hangin at para mangyari ito, maglagay ng mga malilit na sanga sa bunganga ng mantaya. Pagkatapos ay manalangin sa Allah hilingin sa kanya na patubuin ang iyong mga tanim, sapagkat ang tao ay walang kapangyarihan kundi sa Diyos lamang ang may kapangyarihan.
- Abonohan. Papaano? Sa pamamagitan ng pagtatanim ng punong kahoy (mga tamlang o kawayan pwede rin sa palibot nito lalo na banding itaas. Ang sabi noon sa akin ni Lolo, iyon daw ang tahanan ng mga taga bantay.. na ang sabi ay hindi nakikita.. dahil sila ay mga tunong (engkanto).
Paalaala, para tumubo at lumago ang “tanim”:
- Huwag patayin ang mga kasili, kong sakali mang di maiwasan na humuli, sigoraduhing mga mga matitira pa ditto, lalo na yaong mga magulang… sigoro kong marami na ang iyong kasili.. pwede ka ng humuli para pang-ulam…
- Huwag putulin ang mga punong kahoy.. kong kinakailangan talaga ang kahoy.. konti lang… sigoraduhing may sapat na mga puno malapit sa “tinanim” na bukal.
Facts o katotohanan:
- Ang isdang kasili ay gagawa ng madadaanan upang maghanap ng pagkain at mga magagawang butas ay siya namang dadaluyan ng tubig, mula sa ibat-ibang bahagi ng kabundukan, at dadaloy pababa sa lugar na “tinaniman” mo ng tubig, dahil mababa ang lugar na yaon, na hindi magtatagay ay magiging palagi ng lalabas ang mga tubig, at ito na ang magiging bukal o spring;
- Ang mga punong kahoy ay sadyang ginawa ng Diyos upang sumipsip ng tubig at ilalabas ito sa panahon na kailangan ng kalikasan ang tubig (sa panahon ng tag-tuyot).

Nuro, Upi-Nagtapos kagabi ang buwan ng Ramadhan (buwan ng pag-aayuno) ng mga mananampalataya sa Islam. Ayon sa Darul Ifta of the Philippines Chairman UstadzOmar Pasigan, nasilayan ang buwan sa bahagi ng Zamboanga at Saranggani province dakong alas singko kwarenta ng kahapon kung saan pumasok na ang ika-sampung buwan ang Shawwal sa Hijri Calendar pagsapit ng Magrib prayer (5:40 hapon). Ito na ang hudyat ng pagtatapos ng pag-aayuno ng mga mananampalataya sa Islam (Muslim) na umabot ng dalawamput siyam na araw .
Ang Ramadan ay pang-siyam na buwan sa hijri calendar, na may bilang na 29 0 30 araw. Sa taon na ito ay nagsabay ang pag-sapit ng Septembrye na ika-siyam na buwan ng Gregorian Calendar.

Last of a series GENERAL SANTOS CITY (MindaNews/28 September) — Raising the issue of unconstitutionality against the MOA-AD was premature. Most of the consensus points are not controversial or unconstitutional. Those that are will be resolved during the negotiation of the comprehensive compact. Those that are deemed unconstitutional should be considered as proposals to amend the Constitution; as proposals, they are not unconstitutional.
Consumed by constitutionality, opponents and critics of the MOA-AD, could not see it from the perspectives of the peace process and the history of the Mindanao Problem. They see the constitution as a stone wall not as a door adjustable to the need of the time. They see it as an end for the peace process to adjust to, not as a means for it to succeed. What do all these imply? Ignorance The quest for justice for the historic wrong done on the Muslims in Mindanao is stuck in the mire of ignorance – not that of the Muslims but that of majority Christian Filipinos and their leaders. How many today still sneer – if not aloud, subconsciously — “A good Moro is a dead Moro”? This is bias bred by ignorance. How many see “Moroland” in the correct historical perspective? As land that historically belongs to the Moros, as the Visayas to the Visayans and Luzon to the Luzonians? They see Mindanao as the “land promised” to them to the prejudice of the historical owners. How many see as unjust (1) the imposition of the Torrens land title system to invalidate and abolish the traditional Moro land ownership system; (2) the series of land laws that grant the Moros half as much land as that granted the Christian settlers; (3) the establishment of settlements for Christians but none for the Moros; (4) the grant of thousands of hectares to ranchers and plantation owners while depriving of lands hundreds of thousands of Moros? There are more and more wrongs at the root of the Mindanao Problem of which the majority Christian Filipinos and their leaders are ignorant of – ignorant, not that they don’t know; but that they ignore what they know or they refuse to know. This is ignorance by preference. So, the peace process is mired in ignorance. Contradictions Is it then to be wondered how the MOA-AD has unmasked contradictions? The Philippines is proud of its diverse cultures. Each ethnic group, from the Ilocos in the north to Mindanao in the south, has songs, dances, festivals they are proud of. Each group is proud of their ethnicity and history. In Portland, Oregon, for instance, the Pampangueños, Ilocanos, Ilonggos and Cebuanos have separate associations to distinguish one from the other. In a Filipino-sponsored parish festival, they presented the Singkil dance of Lanao. Yet, when the MOA-AD identified the Bangsamoros as a distinct people – proud of their birthright, as indigenous people and original inhabitants of Mindanao – this was unwelcome, unappreciated. This is contradiction bred by ignorance and prejudice. The framers of the 1987 Constitution envisioned the autonomy for the Muslims in Mindanao and the people of the Cordilleras as a means to hasten their political and social development as distinct peoples. Yet, the MOA-AD seeking to establish a regional entity more autonomous than the ARMM was deemed unconstitutional – fearing that a prosperous Muslim autonomy would lead to secession. Does the Philippine government really want the Muslims to be truly autonomous? President Arroyo abandoned the MOA-AD but not the peace process. Her peace advisers want peace with justice. Is that not what the MOA-AD proposes – addressing the historic injustices as the root of the Mindanao Problem? No, no! By “justice”, they mean the prosecution of the MILF commanders who attacked Christian communities in Lanao del Norte and Cotabato. The peace talks can resume only after the surrender of these commanders. By all means, the victims of the unjust MILF raids should be given justice – if not under the Philippine legal system, by the MILF. But by no means should there be justice for the victims of the military punitive campaigns and the historic wrongs addressed by the MOA-AD? The peace process is also mired in contradiction. Posturing Then President Joseph Estrada stated very clearly his policy. He had no patience for peace talks; defeat the MILF and dictate the terms of peace, don’t negotiate. He launched the all-out war that unfortunately proved him wrong. Fortunately, his ouster averted more bloodshed. Immediately after the Malaysian government had agreed to host and facilitate the peace negotiation, the Arroyo government, on Mach 24, 2001, signed with the MILF in Kuala Lumpur the agreement to resume the talks. Signing for the GRP: Eduardo R. Ermita, later to become the present executive secretary; for the MILF: Al-Hadji Murad Ebrahim, later the present chairman of the MILF. Significantly, the talk was revived two months and four days after President Arroyo had assumed the presidency; holding the talks in a foreign capital with a foreign government of their preference had always been what the MILF had wanted. President Arroyo displeased the Estrada hawks but the peace doves sang hallelujah to her. President Arroyo strongly impressed on how she would want the Mindanao Problem resolved: First: The Kuala Lumpur agreement of March 24, 2001 set the principle of continuity. “The Parties commit to honor, respect and implement all past agreements …” (Article IV) affirmed the principle, “The parties recognize that there will be lasting peace in Mindanao when there is mutual trust, justice, freedom, and tolerance for the identity, culture, way of life and aspirations of all the peoples of Mindanao,” adopted in the Agreement of Intent on August 27, 1998. Three months after, on June 22, 2001, an agreement was signed in Tripoli, Libya setting the three aspects of the negotiation – security, rehabilitation and ancestral domain. The first two — more for confidence building — were to be the subjects of interim agreements; the third, of the final agreement or comprehensive compact. Second: Talks on ancestral domain did not start until late in 2004 due to disagreements and the February-April 2003 Pikit war. In the next three years and eight months, the GRP and MILF negotiators persevered and navigated through impasses threatening to abort the talks. Before midnight of July 27, 2008 the MOA-AD was initialed to end the negotiation. The negotiation had hit a critical impasse. President Arroyo sent back on the 27th her chief negotiator and her adviser on the peace process to Kuala Lumpur to iron out the kinks. She hailed the initialing of the MOA-AD in her State of the Nation Address on the 28th. How genuine and lasting was the impression? For having not been consulted, officials of North Cotabato and Zamboanga City petitioned the Supreme Court to stop the signing of the MOA-AD on August 5. After the release of official copies of the agreement to defang the petition, the issue of constitutionality supplemented the complaint. The Court restrained the government from signing the agreement. Instead of defending the MOA-AD before the Court and the mounting protests and criticisms as the true solution to the Mindanao problem for addressing comprehensively the roots of the Muslim grievances, President Arroyo abandoned it. She dissolved the GRP negotiating panel and reversed her peace policy with an entirely new approach. Why did her legal team not tell the Court, the protesters and the critics the true state of the MOA-AD? It is not yet implementable; it will be the subject of a final negotiation — the comprehensive compact where questions on constitutionality and other concerns will be resolved. Why could the Arroyo government not stand on the principle that the Constitution is made to be amended for the good of the people and country? Amending the Constitution to implement the MOA-AD to bring just and lasting peace to Mindanao is for that good. But the MOA-AD has turned out to be politically disastrous. Never mind the peace process; let it be mired in political posturing. The Status What now is the status of MOA-AD? Is it dead or just comatose? The Arroyo government has abandoned but not forgotten it. When the peace talks resume, it will be one of the references. This, the Malaysian government was officially informed. The MILF is upholding the primacy of the MOA-AD. When the peace negotiation resumes, it will start from where it ended – the signing of the MOA-AD, then on to the negotiation of the comprehensive compact. (“Comment” is Mr. Patricio P.
